What measurement determines the width on a rim?

Trying to replace my wheel before mid america and i thought my wheels were 17x9 but now that i am measuring it seems to be a 10" wheel. Do you include the lip in the measurement or is it just from bead to bead?

measure from inside of the lip to inside lip ( where tire seats up )
