White/Black Super Snake in Owasso?

Seen one around town a lot here lately, and keep thinking it's Mike D. but there is a slightly younger dark headed guy driving it. Looks exactly like Mike's snake, anyone know who it is and why he's not a member? LOL, I need some business cards.

Chief of police of Owasso. Only difference is his car has white quarter scoops where mine has the black block off plates. There are 2 more supersnakes in Owasso one vista blue coupe and one red conv.
